RIGHTS IN REAL LIFE
A collective agreement, a grievance procedure or a representation structure matters only if it helps change what actually happens to members. Process is necessary. Process alone is not the result.
THE RIGHT
A collective agreement creates rights and obligations. That matters.
But the real test comes when somebody ignores the rule and a member needs it enforced.
A right that cannot be used in practice is only half a right.

Representation is not simply having a person present in the room.
A representative needs the knowledge, independence and practical ability to investigate, speak, challenge and pursue a remedy.
Representation should strengthen the member’s voice, not replace it.

A grievance exists because something is alleged to have gone wrong.
The question at the end should not be only whether the procedure was completed. It should also be whether the agreement was enforced, the member was heard and a meaningful remedy was reached where one was owed.

Members need to know where to go, what happens next and who is responsible at each step.
Unnecessary delay, hidden procedure and dependence on knowing the right person can turn a formal right into a practical barrier.

Strong rights depend on trained stewards, capable , accessible information and provincial support when a case needs to move further.
That is why representation, education and Local power are parts of the same system.
